I have laid before the Secretary of State for

Foreign Affairs your letter 31823/1910 of the 17th

instant respecting the instructions to be issued to

the Officer Administering the Government of Hongkong

as a result of the proclamation of the Portuguese

republic at Macao and the action of the Portuguese

Consul at Hongkong and of the warship now at that

port in continuing to fly the royal flag.

Sir E. Grey would suggest, for the Earl of

Crewe's consideration, that Sir F. H. May should be

informed by telegraph that pending the formal recog-

nition of the new order of things by His Majesty's

Government no Portuguese flag, whether republican or

royal, should be saluted, and that business with the

Consulate should as far as possible be transacted
